When the TF-A is placed in DDR memory range, the DDR memory range is
getting explicitly reserved in the default device tree by TF-A.
This creates an error condition in the use case where Device tree is
not present or it is present at a different location.
To fix this, a new build time parameter, XILINX_OF_BOARD_DTB_ADDR, is
introduced. The TF-A will reserve the DDR memory only when a valid
DTB address is provided to XILINX_OF_BOARD_DTB_ADDR during build.
Now the user has options, either manually reserve the desired
DDR address range for TF-A in device tree or let TF-A access and modify
the device tree, to reserve the DDR address range, in runtime using
the build parameter.

Add early setup hooks (via custom_early_setup()) and provide a way
to cover custom memory mapping which includes extending memory map
via custom_mmap_add().
This likely also require to align MAX_XLAT_TABLE, MAX_XLAT_TABLES
macros. It can be done for example by defining these macros in
custom_pkg.mk
MAX_MMAP_REGIONS := XY
$(eval $(call add_define,MAX_MMAP_REGIONS))
MAX_XLAT_TABLES := XZ
$(eval $(call add_define,MAX_XLAT_TABLES))
custom_early_setup() can be used for early low level operations
related to setting up the system to correct state.

Due to size constraints in OCM memory range keeping the bl31 with
DEBUG=1 overlaps with the memory range from other Firmware thus
affecting the bootflow on target.
bl31 binary can not be placed in OCM memory range when built with
DEBUG=1.
With DEBUG=1, by default bl31 is moved to DDR memory range
0x1000-0x7FFFF.
The user can provide a custom DDR memory range during build time using
the build parameters ZYNQMP_ATF_MEM_BASE and ZYNQMP_ATF_MEM_SIZE.

The commit 389594dfa7 ("fix(zynqmp): move bl31 with DEBUG=1 back to OCM")
tried to move address to OCM but address was actually out of OCM and likely
it was typo. Correct default address should be 0xfffe5000. If TF-A size is
bigger please select location DDR which should be fine for DEBUG cases.

By default placing bl31 to addrexx 0x1000 is not good. Because this
location is used by U-Boot SPL. That's why move TF-A back to OCM where it
should be placed. BL31_BASE address exactly matches which requested address
for U-BOOT SPL boot flow.

Actually BL31_LIMIT is set to 0xffffffff but that doesn't work correctly
with bl31.ld since ". = ALIGN(((1) << (12)));" will try to fill aligned up
to 0x100000000 included, but the RAM size is 0xffffffff, so this leads to
this build error:
```
bl31.elf section `coherent_ram' will not fit in region `RAM'
/home/br-user/git/upstream/ci-tests/zynqmp_zcu102/host/bin/aarch64-buildroot-linux-uclibc-ld: region `RAM' overflowed by 1 byte
```
So let's move BR31_LIMIT to 0x100000000 giving 1 byte more room to fill RAM
up to the end.

In case of TF-A running out of DDR there is a need to reserved
memory to let other SW know that none can't use this memory. HW
wise this region can be (and should be) also protected by
protection unit XMPU. This is the first step to add reserved
memory location to DT.
DT address corresponds with default address in U-Boot and also
default address in Xilinx BSPs.
Code is valid only when TF-A runs out of DDR. When it runs out
of OCM there is no need to reseve anything because OCM is hidden
to OS.

Add basic SDEI support, implementing the software event 0 only for now.
This already allows hypervisors like Jailhouse to use SDEI for internal
signaling while passing the GICC through to the guest (see also IMX8).
With SDEI on, we overrun the SRAM and need to stay in DRAM. So keep SDEI
off by default.

Enforce full include path for includes. Deprecate old paths.
The following folders inside include/lib have been left unchanged:
- include/lib/cpus/${ARCH}
- include/lib/el3_runtime/${ARCH}
The reason for this change is that having a global namespace for
includes isn't a good idea. It defeats one of the advantages of having
folders and it introduces problems that are sometimes subtle (because
you may not know the header you are actually including if there are two
of them).
For example, this patch had to be created because two headers were
called the same way: e0ea0928d5 ("Fix gpio includes of mt8173 platform
to avoid collision."). More recently, this patch has had similar
problems: 46f9b2c3a2 ("drivers: add tzc380 support").
This problem was introduced in commit 4ecca33988 ("Move include and
source files to logical locations"). At that time, there weren't too
many headers so it wasn't a real issue. However, time has shown that
this creates problems.
Platforms that want to preserve the way they include headers may add the
removed paths to PLAT_INCLUDES, but this is discouraged.
