db5fe4f493 chore(docs): drop the "wfi" from pwr_domain_pwr_down_wfi
To allow for generic handling of a wakeup, this hook is no longer
expected to call wfi itself. Update the name everywhere to reflect this
expectation so that future platform implementers don't get misled.

2bd3b39767 refactor: panic after calling psci_power_down_wfi()
This function doesn't return and its callers that don't return either
rely on this. Drop the dead attribute and add a panic() after it to make
this expectation explicit. Calling `wfi` in the powerdown sequence is
terminal so even if the function was made to return, there would be no
functional change.

This is useful for a following patch that makes psci_power_down_wfi()
return.

210ebbb0a6 fix(mt8188): refine gic init flow after system resume
Call gicv3_distif_init() instead of mt_gic_init() in
armv8_2_mcusys_pwr_on_common(). This is to prevent
gicv3_rdistif_init() and gicv3_cpuif_enable() from being called twice
in the power-on flow. gicv3_rdistif_init() and gicv3_cpuif_enable()
are called in later armv8_2_cpu_pwr_on_common().

e35f4cbf80 fix(mt8188): refine c-state power domain for extensibility
1. MT8188 uses "suspend to RAM" instead of "suspend to idle", so
   remove s2idle state.
2. Definition c-state power domain:
    - bit[7:4] (main state id):
      1: Cluster.
      2: Mcusys.
      3: Memory.
      4: System pll.
      5: System bus.
      6: SoC 26m/DCXO.
      7: Vcore buck.
      15: Suspend.
    - bit[3:0] (reserved for state_id extension):
      4: CPU buck.

52035dee1a feat(mediatek): introduce mtk init framework
Provide six initcall levels for drivers/modules initialize HW
controllers or runtime arguments during cold boot.

The initcall level cold boot execution order:

-MTK_EARLY_PLAT_INIT
Call before MMU enabled.

-MTK_ARCH_INIT
MMU Enabled, arch related init(GiC init, interrupt type registration).

-MTK_PLAT_SETUP_0_INIT
MTK driver init level 0.

-MTK_PLAT_SETUP_1_INIT
MTK driver init level 1.

-MTK_PLAT_RUNTIME_INIT
MTK driver init. After this initcall, TF-A handovers to MTK 2nd
bootloader.

-MTK_PLAT_BL33_DEFER_INIT
MTK 2nd bootloader traps to TF-A before handover to rich OS.
This initcall executed in the trap handler(boot_to_kernel).
