TF-A support for mbedtls3.x has been overdue by number of releases.
As per mbedtls support it was advised to use latest and greatest
mbedtls-3.3. But mbedtls-3.x breaks API compatibility with
mbedtls-2.x
To maintain comptability for mbedtls-2.x and enable mbedtls-3.x
support add a functionality into makefile to determine the major version
of mbedtls and use that to selective include or compile files
that are present.
With mbedtls-3.x numerous other config changes have been done.
Some of the config options deprecated or enabled by default.
Thus we decided to introduce a new 3.x config file part of this
change for building TF-A with mbedtls-3.3.
For futher information on migrating to mbedtls 3.x refer to:

With RSS now introduced, we have 2 Measured Boot backends. Both backends
can be used in the same firmware build with potentially different hash
algorithms, so now there can be more than one hash algorithm in a build.
Therefore the logic for selecting the measured boot hash algorithm needs
to be updated and the coordination of algorithm selection added. This is
done by:
- Adding MBOOT_EL_HASH_ALG for Event Log to define the hash algorithm
to replace TPM_HASH_ALG, removing reference to TPM.
- Adding MBOOT_RSS_HASH_ALG for RSS to define the hash algorithm to
replace TPM_HASH_ALG.
- Coordinating MBOOT_EL_HASH_ALG and MBOOT_RSS_HASH_ALG to define the
Measured Boot configuration macros through defining
TF_MBEDTLS_MBOOT_USE_SHA512 to pull in SHA-512 support if either
backend requires a stronger algorithm than SHA-256.

Upgrade to the latest and greatest 2.x release of Mbed TLS library
(i.e. v2.28.0) to take advantage of their bug fixes.
Note that the Mbed TLS project published version 3.x some time
ago. However, as this is a major release with API breakages, upgrading
to 3.x might require some more involved changes in TF-A, which we are
not ready to do. We shall upgrade to mbed TLS 3.x after the v2.7
release of TF-A.
Actually, the upgrade this time simply boils down to including the new
source code module 'constant_time.c' into the firmware.
To quote mbed TLS v2.28.0 release notes [1]:
The mbedcrypto library includes a new source code module
constant_time.c, containing various functions meant to resist timing
side channel attacks. This module does not have a separate
configuration option, and functions from this module will be
included in the build as required.
As a matter of fact, if one is attempting to link TF-A against mbed
TLS v2.28.0 without the present patch, one gets some linker errors
due to missing symbols from this new module.
Apart from this, none of the items listed in mbed TLS release
notes [1] directly affect TF-A. Special note on the following one:
Fix a bug in mbedtls_gcm_starts() when the bit length of the iv
exceeds 2^32.
In TF-A, we do use mbedtls_gcm_starts() when the firmware decryption
feature is enabled with AES-GCM as the authenticated decryption
algorithm (DECRYPTION_SUPPORT=aes_gcm). However, the iv_len variable
which gets passed to mbedtls_gcm_starts() is an unsigned int, i.e. a
32-bit value which by definition is always less than 2**32. Therefore,
we are immune to this bug.
With this upgrade, the size of BL1 and BL2 binaries does not appear to
change on a standard sample test build (with trusted boot and measured
boot enabled).

It doesn't look correct to use mbed TLS defines directly in the Event
Log driver as this driver may use another Crypto library in future.
Hence mbed TLS Crypto dependency on Event Log driver is removed by
introducing generic Crypto defines and uses those in the Event Log
driver to call Crypto functions.
Also, updated mbed TLS glue layer to map these generic Crypto defines
to mbed TLS library defines.

Support for PKCS#1 v1.5 was deprecated in SHA 1001202 and fully removed
in SHA fe199e3, however, cert_tool is still able to generate
certificates in that form. This patch fully removes the ability for
cert_tool to generate these certificates.
Additionally, this patch also fixes a bug where the issuing certificate
was a RSA and the issued certificate was EcDSA. In this case, the issued
certificate would be signed using PKCS#1 v1.5 instead of RSAPSS per
PKCS#1 v2.1, preventing TF-A from verifying the image signatures. Now
that PKCS#1 v1.5 support is removed, all certificates that are signed
with RSA now use the more modern padding scheme.

Enforce full include path for includes. Deprecate old paths.
The following folders inside include/lib have been left unchanged:
- include/lib/cpus/${ARCH}
- include/lib/el3_runtime/${ARCH}
The reason for this change is that having a global namespace for
includes isn't a good idea. It defeats one of the advantages of having
folders and it introduces problems that are sometimes subtle (because
you may not know the header you are actually including if there are two
of them).
For example, this patch had to be created because two headers were
called the same way: e0ea0928d5 ("Fix gpio includes of mt8173 platform
to avoid collision."). More recently, this patch has had similar
problems: 46f9b2c3a2 ("drivers: add tzc380 support").
This problem was introduced in commit 4ecca33988 ("Move include and
source files to logical locations"). At that time, there weren't too
many headers so it wasn't a real issue. However, time has shown that
this creates problems.
Platforms that want to preserve the way they include headers may add the
removed paths to PLAT_INCLUDES, but this is discouraged.

MBEDTLS_DIR and they are out of the TF source tree. Since these
includes have a different origin it is better to move them to a
different variable.

paths.

By default ARM TF is built with the '-pedantic' compiler flag, which
helps detecting violations of the C standard. However, the mbed TLS
library and its associated authentication module in TF used to fail
building with this compiler flag. As a workaround, the mbed TLS
authentication module makefile used to set the 'DISABLE_PEDANTIC'
TF build flag.
The compiler errors flagged by '-pedantic' in the mbed TLS library
have been fixed between versions 1.3.9 and 2.2.0 and the library now
properly builds with this compiler flag.
This patch fixes the remaining compiler errors in the mbed TLS
authentication module in TF and unsets the 'DISABLE_PEDANTIC' TF
build flag. This means that TF is now always built with '-pedantic'.
In particular, this patch:
* Removes the final semi-colon in REGISTER_COT() macro.
This semi-colon was causing the following error message:
drivers/auth/tbbr/tbbr_cot.c:544:23: error: ISO C does not allow
extra ';' outside of a function [-Werror=pedantic]
This has been fixed both in the mbed TLS authentication module
as well as in the certificate generation tool. Note that the latter
code didn't need fixing since it is not built with '-pedantic' but
the change has been propagated for consistency.
Also fixed the REGISTER_KEYS() and REGISTER_EXTENSIONS() macros,
which were suffering from the same issue.
* Fixes a pointer type.
It was causing the following error message:
drivers/auth/mbedtls/mbedtls_crypto.c: In function 'verify_hash':
drivers/auth/mbedtls/mbedtls_crypto.c:177:42: error: pointer of
type 'void *' used in arithmetic [-Werror=pointer-arith]

The mbed TLS library has introduced some changes in the API from
the 1.3.x to the 2.x releases. Using the 2.x releases requires
some changes to the crypto and transport modules.
This patch updates both modules to the mbed TLS 2.x API.
All references to the mbed TLS library in the code or documentation
have been updated to 'mbed TLS'. Old references to PolarSSL have
been updated to 'mbed TLS'.
User guide updated to use mbed TLS 2.2.0.
NOTE: moving up to mbed TLS 2.x from 1.3.x is not backward compatible.
Applying this patch will require an mbed TLS 2.x release to be used.
Also note that the mbed TLS license changed to Apache version 2.0.

This patch adds the following mbedTLS based libraries:
* Cryptographic library
It is used by the crypto module to verify a digital signature
and a hash. This library relies on mbedTLS to perform the
cryptographic operations. mbedTLS sources must be obtained
separately.
Two key algorithms are currently supported:
* RSA-2048
* ECDSA-SECP256R1
The platform is responsible for picking up the required
algorithm by defining the 'MBEDTLS_KEY_ALG' variable in the
platform makefile. Available options are:
* 'rsa' (for RSA-2048) (default option)
* 'ecdsa' (for ECDSA-SECP256R1)
Hash algorithm currently supported is SHA-256.
* Image parser library
Used by the image parser module to extract the authentication
parameters stored in X509v3 certificates.
