This patch is to fix Errata #841119 and #826419 failed apply in linux
because of SMMU_CBn_ACTLR register can't be modified in non-secure
states.

DDR4 Chip is EOL during redesign of ls1043ardb pd version. The replacement from MT is MT40A1G8SA-062E:R.
New ddr configure is compatible with both pd and old version of ls1043ardb.

The LS1043A reference design board (RDB) is a computing, evaluation,
and development platform that supports the Layerscape LS1043A
architecture processor.
The old implementation in tf-a (plat/layerscape/board/ls1043/) is removed,
and this patch is adding it back, it is using the unified software
component and architecture with all the other Layerscape platforms.

processor for embedded networking.
