To enable the support to load Hafnium as BL32, BL31 needs firmware
configuration info to get BL32 manifest load location. The load address
of BL32 is passed via firmware config info.
Add the support to get the address using fconf framework from dynamic
config info.

Commit a6485b2 ("refactor(delay-timer): add timer callback
functions") introduced a requirement for timer-related APIs
to have a timer object initialized before use. This caused
assertion failures in SMMU routines on Neoverse platforms,
as they relied on timer APIs.
Resolve this issue by initializing the timer early during
platform boot to set up the timer_ops object properly.

In the BL1 based boot-flow, the non-secure DTB, NT_FW_CONFIG, is parsed
in BL2. As BL1 and BL2 are not part of RESET_TO_BL31, add support to
parse and configure this DTB in BL31. NT_FW_CONFIG contains the platform
information which is needed by BL33.

Arm has decided to rename RD-Fremont to RD-V3 to align with its
existing product lineup, such as RD-V1, RD-V2, etc. This change
replaces all occurences of "Fremont" with "V3" in file names and
contents.

Define and use a new scmi_channel_plat_info_t structure specific to
third generation Neoverse platforms in order to use MHUv3 doorbell
channels. The structure uses the existing mhu_ring_doorbell method for
ring_doorbell implementation.

As of now, several internal macros utilize "CSS_SGI" as their prefix.
Given the change to neoverse_rd, and the subsequent migration out of the
css directory, the prefix "CSS_SGI" is no longer appropriate.
Therefore, update the macro prefixes to "NRD" for consistency and
clarity.

Currently, functions and types internal to "neoverse_rd" platforms are
named with "sgi" as the prefix. Since common code and platforms are no
longer under the "sgi" umbrella, move the prefix to "nrd". This change
would amend the prefixes for functions, types and objects.

As of now, CSS_SGI_PLATFORM_VARIANT and CSS_SGI_CHIP_COUNT are the
external build option that "sgi" platforms support. As "sgi" has been
renamed to "neoverse_rd" and the source files have been migrated out of
the css directory, replace the prefix "CSS_SGI" with "NRD".

Currently, neoverse_rd is hosted under the "css" directory. However,
"css" directory is more relevant for hosting css definitions and
corresponding sources. Since neoverse_rd hosts source and header for css
and soc, move neoverse_rd from css to board folder. Consolidate common
sources and headers under neoverse_rd/common. Additionally, group RD-V1,
RD-V1-MC, RD-N2, RD-N1-Edgex2 and SGI-575 within neoverse_rd/platform.
With the changes in this commit, the tree view would look as follows:
