Guangjie Song e578702f71 feat(mt8196): add DCM driver ... DCM means dynamic clock management, and it can dynamically slow down or gate clocks during CPU or bus idle. Add MCUSYS or bus related DCM drivers. Enable MCUSYS or bus related DCM by default.
