Top level sections are not numbered. Adding numbers makes referring to
sections easier. For example the Maintainers page changes from
"about/3.1" to simply "1.3.1".

This is the first release of the public Trusted
Firmware A class threat model. This release
provides the baseline for future updates to be
applied as required by developments to the
TF-A code base.
