Update to 1.39.1 (fedora#2238739) 
- Use bcond for conditionally excluded integrations, sqlalchemy during
  tests, and for network-related tests
- Verify all extras against setup.py
- Improve testing by removing ignores for tests that pass and adding
  comments with reasons for ignores
- Remove patch for Python 3.12 which is unnecessary now
- Add new integrations (extras)
