first thing first - that feature was not in the spec and still is not,
people fucked up at some level and now things like gnome-screensaver are
just deprecated, that is the bottom line

the effects have no dependencies and can be loaded and unloaded at any,
also none of the effects provide the same functionality (there used to be
such effects before but not anymore)
