first thing first - that feature was not in the spec and still is not,
people fucked up at some level and now things like gnome-screensaver are
just deprecated, that is the bottom line

Plasma::ToolButton has its own raise (hover) effect, still I do not like
the way desktoptoolbox was designed (notably the key events part)
