Tom Rini 5818fcf32e python: Create requirements.txt files for each "project"
Rather than have a requirements.txt file that's shared between multiple
python projects within U-Boot, create one for each using "pipreqs".

# U-Boot Python Library
=======================

This is a Python library used by various U-Boot tools, including patman,
buildman and binman.

The module can be installed with pip::

   pip install u_boot_pylib

or via setup.py::

   ./setup.py install [--user]
