Prepare the introduction of the lwIP (lightweight IP) TCP/IP stack by
adding a new net/lwip/ directory and the NET_LWIP symbol. Network
support is either NO_NET, NET (legacy stack) or NET_LWIP. Subsequent
commits will introduce the lwIP code, re-work the NETDEVICE integration
and port some of the NET commands and features to lwIP.
SPL_NET cannot be enabled when NET_LWIP=y. SPL_NET pulls some symbols
that are part of NET (such as arp_init(), arp_timeout_check(),
arp_receive(), net_arp_wait_packet_ip()). lwIP support in SPL may be
added later.
Similarly, DFU_TFTP and FASTBOOT are not compatible with NET_LWIP
because of dependencies on net_loop(), tftp_timeout_ms,
tftp_timeout_count_max and other NET things. Let's add a dependency on
!NET_LWIP for now.
SANDBOX can select NET_LWIP but doing so will currently disable the eth
dm tests as well as the wget tests which have strong dependencies on the
NET code.
Other adjustments to Kconfig files are made to fix "unmet direct
dependencies detected" for USB_FUNCTION_SDP and CMD_FASTBOOT when
the default networking stack is set to NET_LWIP ("default NET_LWIP"
instead of "default NET" in Kconfig).
The networking stack is now a choice between NO_NET,
NET and NET_LWIP. Therefore '# CONFIG_NET is not set' should be
'CONFIG_NO_NET=y'. Adjust the defconfigs accordingly.

Migrate RK356x boards that exists in Linux v6.8 to use OF_UPSTREAM.
Following targets is not migrated to use OF_UPSTREAM:
- anbernic-rgxx3-rk3566: Multi device target
- generic-rk3568: Generic target only meant for U-Boot use
- pinetab2-rk3566: Merged in v6.9-rc1

RK356x-based devices now support creating DRAM banks with proper holes
by reading the ATAGS from Rockchip TPL blob, so let's use that mechanism
instead.
The CONFIG_NR_DRAM_BANK now defaults to 10 which is a safe bet for
reading banks from ATAGS, so let's use the default value instead.

The generic RK35xx board targets are intended to be used as a bare
minimum target that can be used to e.g. boot boards that mostly follow
reference hw design before a board spefic target has been added or for
flashing and recovery purposes.
Disable BOOTMETH_VBE, NET and ADC as these features are not intended to
ever be used by these minimal generic board targets.
Enable SYSRESET_PSCI to let TF-A handle sysreset from U-Boot proper.

Writing to eMMC using HS200 mode work more reliably then other modes on
RK356x boards.
Add device tree props and enable Kconfig options for eMMC HS200 mode on
the generic RK3566/RK3568 board. Also enable the pinctrl driver in SPL
and add missing rk3568-generic.dtb to Makefile.

Add a minimal generic RK3566/RK3568 board that only have eMMC and SDMMC
enabled. This defconfig can be used to boot from eMMC or SD-card on most
RK3566/RK3568 boards that follow reference board design.
