configs: Add RPI4 ACPI defconfig

Browse source 
Allows to build the RPi4 with ACPI enabled.

TEST: - Boots on qemu-system-aarch64 -machine raspi4b
      - Boots on real hardware with arm_64bit=1 in config.txt
