efi_api: add definitions for HTTP and IP4_CONFIG2 protocols

Add EFI definitions for EFI_IP4_CONFIG2_PROTOCOL,
EFI_HTTP_SERVICE_BINDING_PROTOCOL, and EFI_HTTP_PROTOCOL.
According to UEFI spec 2.10.
