This corrects the MISRA violation C2012-7.2:
A “u” or “U” suffix shall be applied to all integer constants that
are represented in an unsigned type.
Appended "u" suffix to integer constant to represent it as
unsigned type.

The controlling expression of an if statement and the controlling
expression of an iteration-statement shall have essentially
boolean type.
Updated controlling expression to explicitly compare with zero.

SMC ID is fixed in new SiP SVC call format while it varies according
to PLM header in old Linux. So, enhance SIP_SVC_VERSION number to
support backward compatibility and to use full request and response
buffer from bare-metal or Linux.

As per SMCCC Section 6.2, the call count query for all the services
has been deprecated from SMCCC v1.2 onwards.
Inline with above change, AMD-Xilinx SiP service count query has
been deprecated and now onwards will return unknown function
identifier error.

For TF-A, there is no format specified for functional documentation.
For AMD-Xilinx platforms, following kernel-doc format for the functional
documentation to make sure AMD-xilinx documentation is align with
actual code.
For example use kernel-doc from linux to call:
<linux>/scripts/kernel-doc -man -v 1 >/dev/null file...

The commit 6bb49c876c ("style(hooks): adds Arm copyright style fix")
is enforcing proper case for ARM. That's why fix it in plat/xilinx to
make sure that pre-commit.copyright won't be touching platform specific
files.

23:16 bits when they gets to SMC handler should be all zeros but be
inside SIP Service Calls range which is defined as 0x82000000-0x8200ffff
or 0xc2000000-0xc200ffff. That's why make sure that code won't handle
any SMCs in SIP range out of predefined range.
Also fix MASK values to check the same range for PM/IPI calls to make
sure that masking covers all required bits including 23:16. Bits 15:12
are used for different class of requests.

New SoC is a78 based with gicv3 and uart over pl011. Communication
interfaces are similar to Versal platform. System starts with Xilinx PLM
firmware which loads TF-A(bl31) to DDR, which is already configured, and
jumps to it. PLM also prepare handoff structure for TF-A with information
what components were load and flags which indicate which EL level SW should
be started.
