The support for runtime-model has never been implemented by any SPMC.
Hence, remove the corresponding field from binding document.
Also, fix the incorrect description of the `managed-exit-virq` property.

When this is provided in the partition manifest, it should be added to
the load address to get the base address of the region.

In order to avoid the complexity of supporting value types smaller
than u32 and avoid discrepancies for the various manifest fields
among different projects, the value type for relevant fields are
upgraded to u32.

Various SPMC projects within trustefirmware.org have decided to adhere
to a common FF-A manifest binding document. The one hosted in the
readthedocs portal of TF-A project will be considered as the reference.
Hence, this binding document is updated to reflect new additions made
to binding document hosted in Hafnium project. Eventually, all other
binding document are going to be removed.
Also, few fields were incorrectly identified as mandatory. Necessary
corrections are made in this patch.

Docs had boot-order field as being u32 but code uses uint16_t.
FF-A specification does not specify a required size.

In order to support the ability to target a SPI interrupt to a
particular core, an impdef field "interrupts-target" has been added to
associate and interrupt id with an mpidr. The field is optional and if
not provided, existing SPMC behavior of routing to boot strap core is
maintained.

This patch adds support for forwarding the following PSCI messages
received by the SPMC at EL3 to the S-EL1 SP if the SP has indicated
that it wishes to receive the appropriate message via its manifest.
1. A PSCI CPU_OFF message in response to a cpu hot unplug request
from the OS.
2. A message to indicate warm boot of a cpu in response to a cpu
hot plug request from the OS.
3. A PSCI CPU_SUSPEND message in response to a cpu idle event
initiated from the OS.
4. A message to indicate warm boot of a cpu from a shallow power
state in response to a cpu resume power event.
This patch also implements the FFA_SECONDARY_EP_REGISTER function to
enable the SP specify its secondary entrypoint.
