CryptoCell-712 and CryptoCell-713 drivers have been deprecated since
TF-A v2.9 and their removal was announced for TF-A v2.10 release.
See [1].
As the release is approaching, this patch deletes these drivers' code as
well as all references to them in the documentation and Arm platforms
code (Nuvoton platform is taken care in a subsequent patch). Associated
build options (ARM_CRYPTOCELL_INTEG and PLAT_CRYPTOCELL_BASE) have also
been removed and thus will have no effect if defined.
This is a breaking change for downstream platforms which use these
drivers.

Note that TF-A v3.0 release later got renumbered into v2.10.

Add a chapter "Version numbering" in release information file that
explains macros used for TF-A version. It also introduces VERSION_PATCH
macro that is used for LTS releases. A comment for this macro is also
added in Makefile.

removes it from the release documentation.

We plan to deprecate the CryptoCell-712 and CryptoCell-713 drivers in
TF-A release v2.9 and eventually remove the code from the tree in
release 3.0.
The only upstream platforms which use these drivers today are the Arm
Ltd developpment platforms, such as Juno.
Write this information down into the "Release Processes" document.

This drivers was only used by one upstream platform: STM32MP1 but only
when enabling the flag STM32MP_USE_STM32IMAGE. This flag and the
corresponding code is now removed from TF-A. The driver can then be
set to deprecated. It will be removed after v2.9 tag.

In some platform the digest of the public key saved in the OTP is not
the digest of the exact same public key buffer needed to check the
signature. Typically, platform checks signature using the DER ROTPK
whereas some others add some related information. Add a new platform
weak function to transform the public key buffer used by
verify_signature to a platform specific public key.
Mark this new weak function as deprecated as it will be replaced
by another framework implementation.

We used to have a dedicated page for deprecated platforms information.
This document contained 2 pieces of information:
a) the process for deprecating a platform port;
b) the list of deprecated platforms to this day.
I think it makes more sense to move b) to the platforms ports landing
page, such that it is more visible.
This also has the nice effect to move the 'Deprecated platforms' title
as the last entry of the 'Platform ports' table of contents, like so:
- Platform ports
- 1. Allwinner ARMv8 SoCs
- 2. Arm Development Platforms
...
- 39. Broadcom Stingray
- Deprecated platforms
instead of it being lost in the middle of supported platform ports.
Regarding a), this gets moved under the "Processes & Policies" section.
More specifically, it gets clubbed with the existing platform
compatibility policy. The combined document gets renamed into a
"Platforms Ports Policy" document.

The index.rst page is now the primary landing page for the TF-A
documentation. It contains quite a lot of content these days,
including:
- The project purpose and general intro
- A list of functionality
- A list of planned functionality
- A list of supported platforms
- "Getting started" links to other documents
- Contact information for raising issues
This patch creates an "About" chapter in the table
of contents and moves some content there. In order,
the above listed content:
- Stayed where it is. This is the right place for it.
- Moved to About->Features
- Moved to About->Features (in subsection)
- Stayed where it is. Moved in a later patch.
- Was expanded in-place
- Moved to About->Contact
